Can it tell a real emergency from a routine call?
It can, using your rules. You decide what counts: no AC with a baby or an elderly person in the house, water coming through a ceiling, a gas smell, no hot water. Emergencies go to the on-call tech right away, and anyone reporting gas is told to leave the house and call the gas company or 911 first. Routine calls get the next open slot.
